To change your meta tags in phpnuke you need to make changes to the meta.php file.

Open your website in your ftp program
Goto the root of the website
Locate a folder called includes, inside there you will find the file meta.php, you need to download it and change the contents within that file. Once you have done that upload it to your website and your all done.
